The Government of India enacted the Right to Information Act 2005, which came into effect on 12 October 2005. The Act gives citizens of India access to information under the control of public authorities to promote transparency and accountability.

1. The particulars of the organisation, functions and duties: Section 4(1)(i)

Arunachal Pradesh Rural Bank came into existence with effect from 30 November 1983 under the Regional Rural Bank Act 1976. The area of operation was expanded from six districts to the entire Arunachal Pradesh during 2008. The bank has paid-up capital of Rs. 1.00 crore contributed by Government of India, State Bank of India and Government of Arunachal Pradesh in the ratio of 50:35:15, with authorised share capital of Rs. 1.00 crore.

The Bank has a two-tier organisational structure consisting of Head Office at E Sector, Shiv Mandir Road, Naharlagun and branches headed by a Chairman on deputation from the sponsor bank, State Bank of India. The bank carries on banking business under the Banking Regulation Act 1949 and functions under the overall guidance of NABARD, SBI and the Board of Directors.

  • Acceptance of deposits from the public.
  • Deployment of funds through lending and investment in high-yielding securities.
  • Ancillary business such as remittances and collection.
  • Agency business such as marketing SBI Life Insurance.
2. The powers and duties of officers and employees: Section 4(1)(ii)

The powers and duties of officers and employees are incorporated in policies laid down by the bank with the approval of the Board. Top management, executives and other officials discharge their duties in furtherance of business-plan objectives framed by the bank from time to time. Delegated powers are periodically reviewed by the Board and revised where necessary for effective functioning.

3. Procedure followed in decision making, including channels of supervision and accountability: Section 4(1)(iii)

The bank has a two-tier organisational set-up consisting of branches and Head Office. The decision-making process is based on delegated powers for each unit. The Board of Directors formulates policies regarding delegation of powers to functional heads and is guided by the policies of Government of India, Reserve Bank of India, NABARD and SBI.

4. Norms set by the bank for discharge of its functions: Section 4(1)(iv)

The bank considers sound corporate-governance principles important to securing stakeholder confidence. The Board of Directors and management take appropriate steps to meet high standards of excellence.

  • Maximising long-term shareholder value in a legal and ethical manner.
  • Ensuring fairness, courtesy and dignity in transactions with customers, employees, investors, partners, competitors, Government and society.
  • Open, transparent and merit-based management.
5. Rules, regulations, instructions, manuals and records used by employees: Section 4(1)(v)

The bank is guided by circulars and instructions issued by Ministry of Finance, Reserve Bank of India, NABARD and State Bank of India from time to time. These circulars and instructions are voluminous, so they are not incorporated here. The bank issues circular instructions on various issues for branches and offices to follow.

6. Categories of documents held by or under the bank's control: Section 4(1)(vi)

In view of the multitude of functions and geographical spread of branches and offices, it is impractical to publish a statement of document categories. Specific requests in this regard will be considered by the public information officers within the scope of the RTI Act.

7. Arrangements for consultation with, or representation by, members of the public: Section 4(1)(vii)

There is no arrangement for consultation with members of the public in formulation of bank policies. Members of the public aggrieved by bank policies may air their grievances through the channels available to them.

8. Board, councils, committees and other bodies: Section 4(1)(viii)

The Board meets at frequent intervals to guide the bank in achieving its objectives prudently and efficiently, ensuring high standards of customer service, ethical practice and professional management. Responsibilities such as policy formulation, performance review, analysis and controls are discharged by the Board.

9. Monthly remuneration of officers and employees: Section 4(1)(x)

Information about salary and remuneration paid to officers and employees can be obtained from the Manager (Personnel).

10. Recipients of concessions, permits and authorisations: Section 4(1)(xiii)

The Bank has not granted any concession, permits or authorisation.

11. Information available or held in electronic form: Section 4(1)(xiv)

Any person requiring information in this regard may approach the public information officer.

12. Facilities available to citizens for obtaining information: Section 4(1)(xv)

Procedure for Obtaining Information

Any person seeking information under the Act may make a request in writing or through electronic means, with the prescribed fee, to the Public Information Officer and specify the information sought.

  • An applicant need not give a reason for requesting information or personal details other than those needed for contact.
  • The Public Information Officer must respond as expeditiously as possible and, in any case, within 30 days of receiving a request, either by providing information on payment of the prescribed fee or rejecting the request for specified reasons.
  • Where information concerns the life or liberty of a person, it must be provided within 48 hours of receiving the request.
  • No fee is charged from persons below the poverty line as per the State Government.
  • Information is provided free of cost if the bank fails to comply with the specified time limits.
  • Where a request is rejected, the applicant is informed of the reason, the time period for appeal and the particulars of the appellate authority. A person who does not receive a decision or is aggrieved by it may prefer an appeal within 30 days to an officer senior in rank.
Schedule of fee / charges

RTI Fees

As per the Right to Information (Regulation of Fee and Cost) Rules 2005, the following schedule is prescribed.

  • Application fee: Rs. 20.
  • A4 or A3 page created or copied: Rs. 5 per page.
  • Large-size paper: actual charges incurred.
  • Printed information: price fixed for publication or Rs. 5 per page.
  • Inspection of records: no fee for the first hour, then Rs. 5 for each hour or fraction thereof.

Application fees and other charges may be paid by cash, pay order, money order, postal order or DDS drawn on APRB and payable at the centre where the Public Information Officer is located.

Section 17: Exemption from disclosureThe bank may not disclose information about customer affairs where it would cause unwarranted invasion of privacy or has no relationship with public activity or interest, as envisaged by Section 8(1)(j) of the Act.
